State Senator Scott Wiener has authored a lifesaving bill, SB 961, to require all cars and trucks manufactured or sold in California (except emergency vehicles) to have audible and visual ‘Intelligent Speed Assistance’ technology.
SB 961 would be a gamechanger for preventing deadly speeding, the #1 cause of severe and fatal traffic crashes in California.
SB 961 was passed by the California Senate and the Assembly Transportation Committee. It now faces a vote in the Assembly Privacy & Consumer Protection Committee on Tuesday, July 2 at 1:30PM.

About SB 961, the speed warning tech bill
SB 961 would require all cars and trucks manufactured or sold in California starting in 2030 (except emergency vehicles) to have ‘Intelligent Speed Assistance’ technology. This is just like the advanced driver assistance features like when a vehicle is in your blind spot. An audio and visual warning would be given to the driver when the vehicle is being operated in excess of 10 MPH over the speed limit.
A new survey by the Insurance Institute for Highway Safety shows that most Americans support anti-speeding technology. Plus, the National Transportation Safety Board recommends that vehicles are required to have Intelligent Speed Assistance technology as a standard feature.
All new vehicles in Europe will have Intelligent Speed Assistance starting this summer. Intelligent Speed Assistance has been found to lower speeding among drivers using the systems. In Europe, the effects on speeding have been dramatic for both warning and control type systems, decreasing the amount of speeding and narrowing the speed distributions.
If passed, SB 961 would bring needed safety technology into California vehicles and likely all vehicles in our country, just like when seat belt laws started at the state level.
California can lead the nation in transitioning the vehicle fleet toward a dramatically safer future.
Speed kills and SB 961 would help prevent speeding
The faster a driver is going, the more likely a crash is to occur. A driver has a smaller scope of vision, less time to react, and can’t stop the vehicle as quickly. And the human body can’t withstand the additional force as speeds rise.
